The obverse of the note features a portrait of General Belgrano, one of Argentina's founding fathers - a naval ship ARA General Belgrano, named after him, was sunk during the Falklands war. This was an interim measure, before the new Austral notes could be brought into circulation. The Argentine Peso itself was a short-lived currency, which circulated from 1983-1985, having replaced the Peso Ley (1970-1983). The Austral itself lasted till 1991.
