1 Yen banknote of Japan, printed in 1916, during the Taisho period. Japanese historical eras are named after the reigning emperors, such as Meiji era(1862-1912), Taisho era (1912-1926), and Showa era (1926-1989). The obverse features an image of Takenouchi no Sukune, a legendary Japanese statesman - a semi-mythical figure who is supposed to have served under 5 different emperors over a 300 year lifespan! He represents loyalty, stability, and wisdom, qualities that the government wanted to associated with Japan's currency. The language on the obverse is Japanese, and the note states that it can be exchanged for 1 silver yen. The reverse carries an image of a Japanese 1 yen silver coin, along with the same offer for convertibility in English. 

These notes were meant to replace silver yen coins - Japan was on silver standard at the time and rising demand of silver overseas meant these coins were going out of Japan (to China especially). These notes were a measure to stop the outflow of silver.
